A Standard is a published document which sets out specifications and procedures designed to ensure that a material, product, method or service is fit for its purpose and consistently performs in the way it was intended
A range of organizations are involved in processes that lead to standards. They typically include industry consortia, Professional Societies, and Non-Government Organisations (both national & international) chartered to define standards and/or codify practice. Formally constituted authorities are know as Standards Setting Organisations (SSOs).
While some “requirements gathering” organizations may broker collaborative agreements within their respective constituencies such agreements will at best become specifications until formally dealt with by a standardization authority. Industry consortia focused on defining specifications are often referred to as Standards Development Organisations (SDOs).
